How many articles do you think I should have on my blog before I start to submit it to a lot of blogging directories? Besides, submitting to directories, putting a link in my forum signatures, what else can I do to get quality traffic and increase page rank?

It doesn't matter how many articles you have, as long as they are quality and you keep writing new articles regularly. Write comments on relevant blogs, write in forums, join social media like Twitter and Stumbleupon, ask relevant bloggers/webmaster for links...
I think you should have some good pillar articles to should your writing style and your view on the major issues within your niche. The rest is icing on the cake.
