How many articles do you think I should have on my blog before I start to submit it to a lot of blogging directories? Besides, submitting to directories, putting a link in my forum signatures, what else can I do to get quality traffic and increase page rank?

Sounds like you need SEO Elite v4.0 and bookmarking demon both of those programs will do what you need done in 48 hours or less compared to weeks of trying to do them manually or worse spending money to outsource.

Both of those programs will run you around $260.00 but the money will be well spent and you won't have to outsource anything it will be all automated. You see when you automate tedious task's you mulitply yourself and multiply your wealth ten times faster than doing them manually and cheaper than outsourcing. And best of all you can automate these task's until your CPU's scream time-out.

Hell you can have 5 articles as long as they are QUALITY, it's quality that counts not quantity, you could have 100's of gabbage articles which readers don't read or have 5 compelling articles that readers come back to read over and over again.

You should start putting it on your signature the moment you have created your blog.

Submit your RSS feed to Feedburner and similar sites. Do lots of blog comments in similar niches.

It doesn't matter how many articles you have, as long as they are quality and you keep writing new articles regularly.

Write comments on relevant blogs, write in forums, join social media like Twitter and Stumbleupon, ask relevant bloggers/webmaster for links...

I think you should have some good pillar articles to should your writing style and your view on the major issues within your niche. The rest is icing on the cake.

Well it all depend on you.
But at least you need to have around 50+ unique article before you begin submit to directory.
You can use digg and try link exchange to get better PR

Apart from what you are doing right now:

    Do RSS submission
Spend some time of blogging forums
Participate in Mybloglog/blogcatalog/bumpzee kind of blogging communities
Add 3-4 quality posts on your blog in a week
