    Joomla is a CMS, (Content Management System), You can use add-ons and plugins on it, to help build it functions. Some are FREE and others are PAID.

    Drupal is another CMS System you could consider.

    As far as I know, you can't use Joomla to manage a Blogger blog - and I can't image why you'd want to. But you can import the rss feed from your Blogger blog into your Joomla site.

    Just download Joomla and play around with it. There are tutorials and help in their support forums so just get over there and get going rather than asking open ended questions here!

    Joomla is a CMS. What's a CMS you ask? A CMS is a Content Management Script. So it is a script that you upload to your site that enables you to easily manage your content and make pages easily. There are many CMS's out there. Joomla is one of the best and it is customizable, though you need some knowledge of web language.
