Adsense pays publishers with high traffic web sites more than low traffic one. That may be the problem. I have a average of 15 cent per click, but some clicks are more valued than others. Any way good luck!!
its all about the niche my friend. but yuo can do a little keyword research and see which keywords in yor niche has more searches so that you can optimize your site with those keywords. might help

jesus your rate sucks I got $2 for 1 click once, but it changes a lot so like everyone else said it must be your niche/topic

Whatever your topic is you go to a PR1 site with the same topic and just look at what they have and wonder why they're first on google and you're not
it also depends where the visitor of the site came from. some adwords publishers filter its ads by city or country and assign low click amount for that ads you serv.
yes keywords and visitor targeting should also be a priority..adsense is better than any other programs out there..
