Link exchange is not the only way The only factor that affect your PR is LINK. The more links you get for your site, the higher the percentage for you to get a higher PR.

From my knowledge backlinks are a major factor for PageRank.. All other factors also helps in getting a good PR. I have seen sites with 0 backlinks yet with a PR2. So concentrate on all the things to get a good PR>

 

I have a PR 3 blog and I didn't have many back-links when I found out its PR.
I was just experimenting with my site.
I have a polls page which none of my visitors ever see, it has no back links and it has a PR of 2.

How Google assigns PR is something only they can understand.

There are number of factors and link exchange may contribute to that. But it is not exact science. Exchange links with relevant sites is good , but one way links are better but google punishes for paid links as well.

If that was the case, then many high PR sites should be seen with a BIG set of links in their site.

Link exchange is an option. Not the only solution. Many many other free oneway backlinks options are there.

When I was totally new to link building (I am still not grown to a great extend in link building ) I also use to think the same that, link exchange is the only way to get backlinks. But It is not at all very important. Until and unless we are not able to make many quality oneway backlinks, we'll have to consider link exchange.
