The end result of all of this, to you, is more traffic for your good proxies. We've seen the value of submitting a good proxy to our proxy list rise significantly. We are the best site on the Internet to promote your proxy sites at no cost. And yes, we still don't support paid listings. Sorry.
Sounds like a pain in the ass, although completely unnecessary. Your current spam prevention model will be the death of you (seriously). You got everything backwards. The goal is NOT to keep bad sites off the list, its to keep good sites on. This may sound like they are the same thing, but its not. What I mean is... test to see if the proxy works, and how fast it works, instead of testing for things that disqualify the proxy. PS. reading over it, it dosnt make much sense, but I cant really express my opinions well in writing (or anything else, for that matter). Anywho... good luck!

Exactly. So, if you were to test for proxy functionality and speed, then all crap proxies (subdomains and free domains and such) would be automatically removed. 2 birds with one stone.
Access a website through the proxy (using curl or some other alternative) and time how long it takes. For example, before I sold proxytoolbox.com, I had a script that would access http://www.proxytoolbox.com/proxytest.php through the given proxy and look for a certain text string to make sure that the proxy works.
I've made a proxy list that sorts the proxies by average loading speed as well as displaying country and uptime, http://speedyproxies.com/ getting a bit of traffic feel free to add your proxy sites there. I've also developed a topsite submitter which submits your proxy to over 90+ topsites, http://theproxytopsite.com/submitter/
How do you programmatically deal with the different URL formats provided by all of the different proxy scripts? How do you deal with all of the proxies that are configured to drop all traffic coming in with a foreign REFERER tag? Your proxy check will look exactly like an abusive proxy hotlinker.
First, you fetch the index page and save all the cookies returned. Then you parse through all the <form> elements and their children to find one that looks the most like a proxy form. Use curl to set all the cookies returned from the first index page and set the referrer as index page as well. Set correct post variables and submit. (If you dont like fuzzy logic, just try submitting all forms instead of looking for the correct one). Parse through the output to determine if the proxy is working and clock the speed (speed functions provided by curl aswell). Good luck
