That just idiotic, I can accept that initially Google only want to make it available to end users in certain Countries, but where is the logic in stopping it via publisher? A US based publisher may have mainly European traffic, and a Non-US based publisher may have mainly US traffic, surely Google have a good enough system to handle it by end users Country.
