If you want to pay Payoneer twice the sum i.e. Monthly charges then go for two debit cards. But you will have flexibility to pay if one card does not have funds.. So, In my opinion you should get two cards.

Why do not you mail Payoneer Support .. they will reply you promptly. support@payoneer.com AFAIK you can get two debit cards on same address and same name.
I think it's allowed to have 2 cards under the same name and address. I have odesk and GAF cards. You should contact their support team just to make sure

Great that solved your problems. I also have two card but I have one with my brother's name and one with my name. So I guess that a cool thing from Payoneer.
