How to optimize a page for a keyword

I have created a page some days ago, for which I have chosen a keyword with small no. of search and competition.
The competition scenario is that an ezine article page is coming second in google SERP. Some days ago i have noticed my page is coming in the 17th position in SERP. I want to know which way I can go to the top. I already have some content links from blogs already. Please suggest me ways to optimize my page.

Simple Tips for optimising you page for a keyword.
    1) Put your keyword in the url if possible
    2) Put your keyword a couple of times in the title
    3) Put your keyword a couple of times in the meta description
    4) Put your keword 10 times in the page content.
    5) Get links to the webpage on high ranking sites. If you keyword is in the url then good but if not then you need the keyword in the anchor text.

The keyword is in the title & also in meta description. The main part of the key phrase is present in the url but in different fashion. I have submitted to the social bookmarking sites too. Can you have any other idea that can be implemented?

use the keyword for anchor text in links to your page on other sites, name the filename of the page with the keyword in it, name the title of the page with the keyword in it, mention the keyword several times in the page's text. Put meta tags with the keyword in it. In the text try to keep the keyword mentioned as much as possible without just putting it every other word, the density will depend on how long the page's information is. I dont know if there's a specific number but im sure the google algorithm has some sort of ratio in place.

Basic practice when optimizing for more then one keyword phrase is to have a specific page for each phrase you want to optimize for. If you want to stretch it, you may be able to optimize for up to three keyword phrases. But typically you do not want to go that route.

I know this is an old thread, but it depends on which searchengine and it's nowhere near 10%, that percentage will get your atrticle rejected from article directories as well. I've ranked well in Google for keywords with I'm guessing about a 2-3% range. The buzzword now days is LSI. I've had new sites on Googles first page within days, whether it sticks or not is another question. But all I did was ping it and submit to about up to a dozen social bookmarking sites, in other words the backlinks haven't even shown up yet. 10% is way to high, you'll be penalized for keyword spamming.
