Is there a way to make a wordpress blog with multiple languages?

I don't want to use automatic translation plugins, because that is not what I need.

Each language modules will be different in banner, texts and many things, but still have similar format like categories and layout design.

if you want to do things manually, why not set up a copy of your blog via a subdomain and put up your translated content there?
    i.e.
    Main URL: yoursite.com
    Translated: chinese.yoursite.com

I use to use this Global Translator Plug in some time ago. It worked just fine. It gives you the little flags that users can click on to translate the pages.
It did wonders for indexing pages, basically multiplied that pages by the hundreds, but it used a lot of bandwidth at the time so I deactivated it.
It seems to have been updated in Nov 2008, so you may want to try it out.

so, if I need 3 languages that would mean I need 3 databases for it?

Well...I can't use that plugin, because each languages will have some customized changes. So, I have to do this manually

basically yes. That's easier to keep track of that having one blog and different languages among the categories. It'll be a nightmare to sort
