Every one has different charges I have seen people charging from $100 to $1000's of dollars, it all boils down to the point who has more experience, the portfolio, the experience they have. I have seen people charging such a cheap rate and their website is not even have optimized themselves. A reputable search engine optimization company is not risky but they charge way more money.
How you know it good Service and not Scam? I tell this on freelanceer , I think you not find real Good SEO service

It depends on what you want, the quality of your website, the levels of competiton for your keyterms and much more. One thing, a decent SEO company should be happy to give you a decent, well planned and transparant quote, without trying to 'hard sell' their service to you. - Basically, what I am sayingis they should give you a good amount of info on what they can provie for you, and how much it will cost - based on your website, keyterms and competition levels. If they then try to hassle you to buy their service... run away. - Its fine for them to contact you to ask if you are interested, but they shouldn't try to push you to go with them - if they do that, then they are NOT professionals really! Re: GAF (Get A Freelancer)... Be careful if you go down that route!!! Many Scammers there. As for not getting ripped off, ask the SEO company for referrences, and ask those people if they are happy with the SEO companies service. Thats just my opinion of what I think, so its from an SEO companies point of view, but other SEOs may disagree! Mike
You can tell if its a scam or not if the website is not optimized and a shady website compared to a optimized website. You can just check their clients or portfolio as well. if they don't have one i say don't do business with them. If they do have check it out see how well the work has been done and decide from there.
there are different rate but what is more important is the way they are effective to rank your website to a competitive keywords.
I have seen charges varying from $750-$4000. You may ask them for weekly report to see how much improvement is there.

u canget many typoe of service in SEO from the companie or from free lancer. Some of offering u to make your keyword in the top 5 position then pay. they will charge u per keyword some doller this will be based on the site and nitche nature
The Cost depends on work involved and results you are looking for. on personal note, always avoid GFA and RAC if you are looking for seo service. I really don't know how can you work when you are not even allowed to contact the other party!

Look at who they have done work for in the past and where those sites are ranking now for their targeted search terms. Also look at who works for the company and the history of those people in the industry.
