Okay, here's the problem. My friend wanted to buy some things online so I suggested him to sign up for a paypal account and told him may be I could add funds to his account by sending some money later to let him get started. So he opens up a paypal account with an US address and phone number (via google), even though he's not from the US, he just had to because paypal doesn't yet support his country. Then I sent him like a total of 150+ or something in two payments (I actually had 2 of my theme buyers to send the money to his account), everything seemed fine until he tried to pay for something, it seems that paypal won't let him send more than $0 until he get's verified by adding a bank account or applying for a paypal credit card. He wanted to buy a couple of domains but paypal just wouldn't let him. Is there anyway to get this money back without getting verified? I heard VCC is an option, but I'm not sure if he could use that, I'm also not from the US, which makes me unable to help him in any way. Is there anyway I could get this money transferred to another account? And if VCC is not an option for him, is there any chance that I might be able to hire someone here on DP to do something about it and send the money from my friend's account to mine? Please reply in detail, and if you're suggesting any service by someone then don't forget to post the DP usernames of the people you're suggesting. Thank you~
When you signup for a US Paypal account , you need to verify your Paypal account with a US Bank Account and a CC so, it is not possible to get back the money without verifying.. Ask your friend to refund the payments . by going into details of the transaction and clicking the Refund button. If it is possible If refund is possible then the money goes back from which it came ... You can ask your buyers to send the money to your account..

Make sure u ask him to refund or get verified ASAP,because paypal may limit your friend US account when he try to open from another country.
