    do comment postings with ur url in signature in about 200 blogs/day, use google adwords to drive traffic.

    the important thing is that your forums needs to have a content no one wants to join an empty forum secondly make it spam free as possible and if possible try to hire some few poster to our forum so that you can make the forum active and alive.
