$5 for a tic tac toe php script

I need a tic tac toe php script done for $5

Requirements:
- 1 single PHP file
- 4 x 4 ( not 3 x 3 )
- Human vs Computer ( Human moves first )
- If there's a winner, then display Winner, (example Human is the winner) and highlight winning row.
