Generally it all depends on how much do you plan to spend on your script, design, domain, marketing and hosting. A decent effort would probably cost $300-500 and higher if you're having a bigger goal.

    1. Get a good domain.
    2. Get a good hosting account
    3. Grab a free open source php script to install social bookmarking.
    see this

You can also convert wordpress blog to a bookmarking one. I think somewhere in this page you will find a script. All can be done within $50 at least.

The hosting is the cheapest thing you have to worry about, if you don't do a fantastic job promoting your site you'll probably have so few members that a shared host will be enough for your site

I would suggest you try to find the host at WebHosting section.
There are lots of good deal there.
Such as this $4/month for unlimited storage and bandwidth http://forums.digitalpoint.com/showthread.php?t=1106577

people need to use common since...people wonder why their hosting provider is down most of the time, or with constant interuptions...maybe they gave you a good deal by claiming unlimited bandwidth...now you are just one account on a server with 1000 others fighting for website uptime...

There is no such thing as unlimited bandwidth, you are not that important that you will need any such thing anyways....unlimited bandwidth is just a marketing ploy to get you signed up, it means overloaded servers, and poor performance...

let me save you some time, find a bit more expensive provider with less accounts, you will find your website will be up a lot more...if you pay less or find a very cheap provider, then expect a lot of downtime...

I used to be with apthost.com for quite some time, they offered somewhat cheap services, but I was finding a lot of downtime, ftp offline, could not reach site, can you say overloaded servers? then I switched to 94mb.com
I have not yet had any problems...

If you want to stay online, then you have to decide quality over quanity.

It really depends on what your plan is. It can cost you $XXX - $X,XXX to build a killer social bookmarking site with own script etc. and sometimes it can cost as low as 10$ - 15$ if you use open source script, buy cheap domain and hosting.
