Well, Somalia hasn't had a real governmet since the early 1990s. The country is extremely poor and that makes piracy attractive. Piracy actually began as an attempt to prevent illegal fishing in Somalia's waters. There was a UN Resolution passed after the last incident in Somalia, urging all nations to help fight piracy in that area, but its effect has so far been next to nothing.
