Is the tool showing 700 back links for Google or for other search engine or in total.

It is quite usual to have more back links listed in Yahoo than Google. Google has a stringent criteria to evaluate back links. If links do not conform to its quality parameters, it would not be counted as back links. That may be the reason why the tool is showing a different count and 'link' operator is showing a different value.

Google never shows all of the backlinks pointing to your site. Yahoo site explorer will show them all and it is not uncommon to see more back link results in yahoo then in Google.

If you type 'Google backlinks' into google, the second listing is Matt Cutt's blog on the subject
    http://www.mattcutts.com/blog/google-provides-backlink-tool-for-site-owners/

"One of the common requests I hear from webmasters is “Why doesn’t Google show me most or all of my backlinks?” Well, as of today, Google’s webmaster console will now let you see your site’s backlinks. Major props to the webmaster console team for this new feature. A few things to know:

    - The backlink tool doesn’t show 100% of the backlinks from Google yet, but I expect the number of links that are available to grow."

Google doesn't show your backlinks in link command... If you want, try to login in your Google webmaster tool to see your site back links.

Are you sure the backlink checker tool you are using is showing the accurate results? Try to check your backlinks with 2-3 more tools. There are many available, free to use. Also, google keeps updating it's information, so you may not see the same results all the time.

Google doesn't show all of your links. Use the webmaster account to see the number of backlinks. Best thing is to use Yahoo! for checking baclinks (but it shows no-follow ones as well)
