It also depends on how many external links has the guy linking to you. It can have a PR8 and you still get almost zero PR from it if that page has 1000 outbound links.

if you leave messages type of sponsored post, review post or something
and leave inside it do follow tag then yes probably your pr can be affected because you are selling links...

Also it depends on how many pages your website is linking to, if your linking to over 1,000 pages then your obviously not going to get a very high PR because the link juice your sending to every other page is so weak.

It depends on many factors...

 

To achieve a PR its mainly about increasing the amount of backlinks/external links/inbound links you have directed to your website.

Yea UncleBun, I think you are right, another month or 2.
Easy way to get a high pr (well not really easy..lol!) is to Just create your own, content rich websites (the key is high quailty content, ) and link them all in a big circle, or triangle. Avoid linking outside the circle, unless you are using "nofollows" or unless its a "follow link" to the principal site, and keep all the sites on a similar topic. Kinda like your own wiki pages, but they must be unique, and you MUST do this over a peroid of time for it to be natural. You can do this within 1 domain, however, you will get the most "link juice" by having seperate domains.

One is never sure when they update it these days. So they might do it - or they won't do it.

As far as Matt Cutts goes, he told in his blog that G has finished testing the new set of PR algo and from now on it would go back to old times when they updated it once in every three months or so.
Still, there might still be some discretion and they might do it again in no time.
