personally i used ebay.com to buy my laptop and be shipped here in the philippines

dude i paid 4k to receive my laptop because of customs..so i advise u to just stick to philippine based online sellers

    just withdraw your paypal money..

try dnexus of singapore its good store, but believe me, the price (if added with shipment cost) much much expensive than if you try to find it in yoour country,
if its because electricity try to use LCD monitor not CRT monitor, (mine only 200 Watt (CPU and LCD Monitor))

Though you need used computers, but I don't support the idea of buying used one.
Since electronic goods have their depreciation and on top of that there is a luck
factor. Though you can have a look at -

I suggest you to buy a new one, not used .. Yeah, you will need to pay a bit more, but it will not explode in a few months :D

Go for a new one instead of used...you don't have to spend on the used one later.
    think about it.

I think buying a used computer isn't a good idea unless you have somewhere very close to you that buys, sells and most importantly repairs them. But I think if you had that, you wouldn't really be asking here. Remember that when you buy a used computer (just like when you buy a used car) you're buying something that somebody else wanted to get rid of, and there were reasons for that. That can, if you're lucky, be simply because they "could afford a newer one", but all too often that turns out not to be the reason.

Just try to search for local dealer - it'll be cheaper anyway.

There are many used laptop and PCs in my country. But I am afraid the freight to your country cost more money than the computer itself . lol
If you buy large quantity with wholesale price, it is practical .
