Cheap traffic usually comes from autosurf and manual surf sites where thousands of hits are achieved in less than an hour

Even though it is not illegal, there's no point engaging in fake traffic as it doesn't convert. In other words, it's just a waste of time.

You can get a good traffic if your site is linked from a heavy traffic page and if the niche of the linking page is similar to yours, then you will get targeted traffic and that matters much with respect to conversions.

Not only is it NOT illegal, but if you can do it well you'll have a never ending flow of people willing to pay you to do it for them.

So long as your server can handle the traffic, get as much traffic as you want. But play by the rules. It is always safe.

There are "ways" and "ways". Bot traffic converts nothing at all, and autosurf/manual surf may convert some. But expect no conversions in any of these cases.

And apart of these, there is traffic exchange through links and images, where people do have to click on them to visit your site.

And, answering to your question, it is legal. Google provides traffic to websites through AdWords/AdSense, as well as Bidvertiser, AdBrite, Etology, Yahoo and bunch more :D
