Before getting/buying back link check these all 1. Google Index - the site should be indexed frequently 2. No of internal and external links - External links should be less than internal links 3. Check the content - content should be related to the website theme/products 4. PR and Alexa - High PR and less Alexa then get/ buy links that's helpful to your website.

I think that's just poor wording on the OP's behalf. (Benefit of the doubt here) I think what he really means is number of outbound links vs. # of inbound links... (i.e. is the site a link farm?)
yes, some websites are looks good but they are not have the quality, their main purpose is link farming.
another important point is to make sure that link you have ought in not in the obvious paid links area. Also never buy links from linkbrokers who shows the url of the sites which places the paid links.
type "site:sitename" on google toolbar and hit enter , i.e. "site:http://financescope.net" here you can find the pages which is cached(indexed) by google.
