Getting your ads blended may increase your CTR.
And, also try to fetch relative ads on your blog by applying section targeting.

    Your rate is quite good.
Can you send the link of your page.
    I get 2 or 3 clicks for 1000 impression.
I want to see the placement of adds.

Try placing two vertical links block side by side under your blog title. I saw this kind of placement of ad on someone's blog not too long ago, and I thought it was a very good placement. I tried it on my site, and right now those two ad blocks are the highest clicked ads amongst all the ads on the same page. But not too sure if you can do that on Blogger though, since i've never used Blogger.

The link here should explain well and should provide a good guide. If you do it properly, there won’t be any issue involved

Inject adsense on your articles, sidebar, and header bar. Although try to limit your number of ads to comply with adsense TOS. :)

Better not, unless your channel stat shows that it's a good thing to do it.

your conversion is definitely correlated with how you place the ads on a web page. Using the same colors and font as your website's theme will greatly help your bottom line. Try to make the ads fool yourself in thinking that they are regular site links and not Google ads. that is when you know you have good ads.

Experiment with ad placement, colors, etc...but 20 per 1000 isn't bad.

2% is a pretty good CTR - I wish my CTR was at that level!

It is not bad but you can play with various format (color schemes) of adsense. Having too many ads also works in opposite direction, less is better.
