tataindicom has free static ip with every postpaid broadband plan .

By the way, dreaming to catch the moon is better than building server at home. Yes theoretically it is possible to have server at home but practically impossible as your website will be down 99% time on home connection rather than 99% uptime.

You should consider getting at least 10mbps internet connection if you plan to get some visitors.
Or you should have at least 2MBPS internet connection.
With 256kbps, you can not afford more than 2-4 users at a time.
If you are using Windows operating system, install WAMP and configure apache ( if needed )

It is also necessary to have a dedicated IP from your internet service provider.

Actually, it isn't. You can use No-Ip/EveryDNS Services (the last one's are recommended :D) which allows you to use a dynamic IP for this purpose.

Yeah, you definitely need you connection upgraded. Ive got an 8mbit connection to my house - it can only handle 30KB/s up MAX and when its uploading that fast, the download slows down a lot. I don't think its possible to do what you want on a broadband connection. You would need to find a proper uplink, 10MB/s would cost $200+ a month straight to your house im guessing.

actually on 256kbps broadband in india there is ample scope that a visitor will not be able to open a page even in 5 mins from usa.

Actually when i frist saw your question i got irritated at such sort of question but i checked myself and took time here to let you understand that home broadband is not at all suitable for hosting...

and 64kbps days are gone. isps are gradually withdrawing 64kbps from india. at present 64kbps is available only in a few states. in most states speed starts from 256kbps

    Regards
