Hello, Google uses geolocation to display the results that interest the visitor most. That makes some "local" websites with specific content for the country of the visitor to be higher on SERPS that what you see in a different country. However, if the visitor specifically tells google to use the US datacenter, the user should see the same results as a US citizen. Hope this helps

Nope the results vary by location, for instance people in the UK would see FAR more .co.uk domains then we see here in the states.
