If I have 20 blogspot blogs that are interlinked with each other, is there any SEO value added? I know blogger has all blogspots hosted on the same IP.

What will help your SEO efforts more than anything is to provide high quality content that readers will want on each blog and have your readers start to drive traffic to your blogs rather than rely interlinking. Interlinking blogs and websites is a great idea and very effective but it has to be balanced with content worth reading. A one time visitor is not worth nearly as much as someone who visits your site several times a week or even better every day.

If the sites are of a similar theme it may pass a bit of traffic from blog to blog but I doubt much PR

It comes down to the PR of the blogs, the amount and quality of the inbound links coming into the blogs, and if they are relevant to each other. One factor that helps is that they are blogspot blogs - Google tends to favor sites related to Google.

If none of them have links from respected sources then there is no PR to bounce between your blogs, they will simply all have worthless links to each other.

The title is very important of your blogpost as it is the one which ranks you on the search engines.
Rest as far as the anchor text optimization goes... i dont thing there is a need for it.

Just right a rich content post and if you want to hyperlink something in your post then give importance to websites like Wikepdia , digg .... in your post...

Interlinking helps, but not on the same IP. The best way is do a 3-way , or more way link exchange with other people of other IP to benefit more from the SERP.
