    It's not illegal, but it's not ethical.
    People do it - make just enough changes to get it past copyscape, but if you have to ask, then you are obviously considering violating someone else's rights. If you're just repeating the facts in their article, then that's not a violation, but if you're not a scumbag you'll credit them.

    See, everyone who does that will never accept, in fact all the articles, no matter rewritten or unique all are made with inspiration and references. so i think its okay to do so, even google have given the statement that there is no penalty for duplicate content, website which have them will jus be ranked lower to original.

    If you are really talking about DATA, then at least in the U.S. you are on solid legal grounds. Facts are not "owned" by anyone (although the organization and presentation of the facts can be copyrighted if there is enough of a creative element involved).

    If you take basic facts and present them in your own format, you are doing nothing wrong.
