I was surfing some pages and I saw in the upper corner of the page an ad that looks like a page of a magazine and when you mouse over it it folds and reveals, what is this type of ad? thanks!

Correct, it's a peel away ad. Very nifty stuff.

I seriously doubt their claim about increasing revenue by 50%, but it can have a positive impact for sure. We use it on several sites and it seems to be effective.

Are there any free-to-join "peel away" programs?

I think it is good for the sites which content change more often like news & magazine sites.

I think peel away ads is not a program, but a script that can be installed on your site to make peel away ads with your own advertisement

If you look around you might be able to grab a free peel-away script. Not as functional perhaps, but cheaper.

I've seen the peel away ads. They are kind of neat but I think as more people use them, they're going to get sort of annoying.

Not as annoying as popups, so long as you keep your mouse away from them.

It's definitely peeled-away advertisement and they don't bother you as long as you don't get your mouse pointers anywhere near them.
