Not sure, but Paypopup may have these type of popup cpm ads.

 

I deteste pop up advertisements. I don't know how they're still so profitable with browsers now automatically blocking them.

 

I think they will care if it goes unnatural.

if the several views are from a same person at a same day will not be tolerated, like the 3 clicks in a single ad block on adsense ads are allowed.

 

As @john269 said, paypopup.com will pay you for cpm. They don't pay just for unique visitors, but they pay you for first 5 pages that every visitor view. They will pay you from 0.25$ for china traffic and up to 1.8$ for us, ca and uk traffic.

@Yukio - paypopup is not popup network. They display pop-under advertisement that is less annoying and very small percentage of popup blockers can stop them.

 

Ohh I see. Urgh I hate pop unders. I know it loads underneath what you're viewing but they're still in the same "pop" family so to speak.

When I visit websites and that little "pop up blocked" message appears in my browser... I tsk. I just think it looks unprofessional and in bad taste.
