Unfortunately, yes. U.S. registrars like Go Daddy are not supposed to do any kind of business with countries in their "banned" lists or so. Bare minimum, they can automatically block you out based on your IP add. If you do go through, they have ways of checking (not saying how) and refund and cancel your registration. (and yes, they have every right to do that...) Even if you check with other registrars that aren't U.S.-based, they can have similar "hangups". I'm sorry to say your chances of registering a domain name, especially if you're in any of those banned countries, aren't good.
Godaddy is the topest registrar. So they r very careful on their clients . Those country already in US black list that's why Godaddy also banned before.
Thanks for all of your comprehensive replies as a matter of fact I have been tempted to use godaddy as my domain registrar becuase of the recent tempting coupon which decreases the .com domain cost to 2 $ and buying such a very cheap domain from the largest domain registrar is really pleasant for me. I currently have a domain registered with godaddy.com, and it works well. but I'm afraid of possible future events..... in the case that the domain registration is really a burgain, if they sometime block my domain I would not suffer alot, but if they steal my domain or block it forever, I will be quite depressed if I use VPN or some proxies in addition to my false information would they still be aware of the matter? IF YES would the next choice be moniker.com or name.com or namecheap.com ? best thanks and regards
All of them are fully aware of people using proxies and what not to hide their online tracks, and they have ways of finding out. Take it from someone who's worked in the business, and even exchanged notes with people from them. The moment you use any kind of false information, you give them grounds to cancel your services and may or may not refund you. Every registrar's terms of service cover that. Some probably still get away, but it's only a matter of time.

this is less to do with godaddy but more to do with laws and sanctions to do with the goverment as the the us does not allow people to do business with certain countries
