It means that the site submitted as the application to adsense is not suitable for the program, before applying its a good idea for the person to read the terms of adsense and see what they dont allow. The person can still be accepted with a suitable site, doesn't mean they cant get in, just there must be something not acceptable about the site they applied with.
simply google adsense team didnt accepted your adsense account application because you dont meet theyr program criteria.
I suppose your customer site have not enough content or something there is wrong like duplicate content or the site is not indexed by Google! He should try again when he has more unique content and the page is older!
its pretty simple, adsense didnt accept the application. it seems like the site that was submitted to google didnt meet quality standard
yeah , the usual answer , most likely they even did not check the website , they have a bot which waits for a week and then sends you this email
The site isn't new, it's been there since February, well 31st January to be precise. I know that he has recently updated the template/theme/scheme/design of his site.
They just don't like you.. LOL, sad thing they really don't need a reason either, if TOS have been met it's anyones guess.

hmm, the player isn't set to autoplay and it hasn't autoplayed for anyone yet... Yeah, a lot more content will be comming in hopefully soon, but the site's owner is away in Turkey :|
Interesting that they declined that site, I've seen much worst with adsense on them. BTW, the song did not autoplay for me either. (I was scared to push the button)
It simply means your is rejected. It could be because of the niche or the content you have. It also says that they won't entertain any further queries regarding the same matter. I think you should apply for adsense with some other site/niche/content. Check the adsense terms before you apply.

Google is getting tougher on low content sites. I would apply again when you have some real content on the site. It just means they rejected the application. You can resubmit later or submit with a established site. The other thing you are missing is a privacy policy. This is a new must have when using Adsense.
