Take it a step further. Don't focus on blog comments - look at the authority, high PR sites linking to your competitor. Find out what content he has that they want, and then do it better. Next, contact the webmaster and link him to your content. Ask if he'd consider linking you on his site, too - or better yet, replace your competitor's link with your own.

i would not call it a "steal." you are supposed to research your competitor and do what they do plus add some of your own flavor. if it has worked for your competitor, then it should work for you as well. stealing means taking something away from someone. you are not taking your competitor's backlinks away from them but following their footsteps which is fine.
