surekhaweb, I'm not after the job but incase you're not aware professional SEOs use an additional budget for off-page SEO (link building, directory submissions etc). I suggest you mention what amount you're looking to spend on off-page SEO alone (not including the SEO's fee) and mention that- it will give ppl who might be interested an idea in the level of work. That would be really great. I know I may be asking for too much but telling us the domain would also be a good because the off page efforts would vary from one vertical to another. And depending on the efforts the cost would vary, cost being directly proportional to effort.

Well directory submissions are still accepted but not valued as much as they were before. Google can't stop you from doing directory submissions if you can get visitors from there. Directory submission just for the sake of getting a link is was worthless even before Google said it.
