There isn't any need to Create a second account.. if you want to Track Ads of another website/blog, just Filter your Ads with Channels.. Hope it helps..

Dude, you can register only one account on Adsense.. Even if you get banned, you are not allowed to open another account.
If i am not Mistaken you can have more than one account. A personal account and a business Account. Not sure of the different Rules but i think if you run a Legitimate Business you can have Multiple. Correct me If im wrong. Take Care All
