There is still link weight attached to it but unfortunately I won't be able to tell you on which scale it is and how you can compare with other link building methods. Generally I would go for the one with highest PR and traffic because it would mean your articles get crawled easily and follow thru the url to lead to your site.
The best benefit of the article directories is the direct (and very targeted) traffic. As for link building I prefer links from "normal" sites, because Google could easily devalue links from the most famous article directories.
Junk... Most article directories are duplicated with content and etc. There is only a select few article directories out there that pass value.
I began submitting articles for link-gaining reasons, but quickly found they were a GREAT way to get targeted traffic to my sites. If you've got a retail site like I do, it also doesn't hurt for potential buyers to "see you all over the web". I've actually had customers tell me that. I see rank increases AND traffic from them. That's good in my book.
Back links from article directories counts – though effectiveness depends hugely on quality of article and the directory you submit to – if it is original quality article submitted in top directory, you will get quality back link as many people publish these articles on their blogs and you get link juice for that.
