suspended means You are banned from Google and won't be able to serve ads and login to your account. Google don't delete account to avoid duplication of accounts... once someone who already got banned signed up again... they will check information & will ban him again.
NO, they will not ban it again because it will never be approve again. If someone already banned applied a new account approval will taking too long and after a week or two your application will be declined.
