I prefer to use neither flash nor javascript banners. Of course if it's possible. Two reasons: all users hate flash banners, and it's the first thing they annihilate with firewall's help. About javascript - yes, it's better, but about 3% of all users don't let javascripts function in their browsers, so you lose these users.
yep i am a neither person also... i just plug mine in as HTML. I actually prefer to host the banners myself, i found a couple of affiliate networks it can take time to call the code from their site.
