Well it's always better to contact them by phone as it's quicker to get in touch with them. Problem with that is that number only works for the US/Canada i believe. All other countries has there own number to contact which supports there language.

Well, it works anywhere in the world regardless of the country you are in. I have tried it myself and I am not residing in US/Canada. Just make sure you make the call during the normal office hours in US or else your calls will be answered by answering machine! For everyone who already has Skype installed in their pc, try it as it is FREE!

 

Yes its works fine via Skype.
I have been using it since a year now,as PayPal is always bent on limiting my account time to time and i always have to call them to lift it.

I Assume they have a Toll free no aswell which works throughout the world
