    Contact his host and tell them he is scamming people. Sometimes they will shut the site down if they feel someone is using their hosting for less-than-respectable purposes.

    I just looked at the site and you have a few options to shame him into paying. Join the forum and post your story. Put up classified ads with the same. It's a new site so it probably won't be seen by many, but if you are persistent and get some friends to join in, he might pay up just to shut you up. I know it's just $10 but that's exactly it...it's JUST $10 - there is no excuse for not paying the winner of a contest!
