    If you are referring to the Paypal Plug-in, you will need to be a US Resident in order to sign up and use it.

    In whatever the case, you should get your paypal account verified as soon as possible.

    its really confusing for me :D
    is your mean you want to add vcc to verify you account or what ??
    if you want verify your paypal account using VCC then you dont need CC ;)

    Yes u are right jhoney, to verify pp, u can use vcc or cc. but u cant use one at a time.

    No i am not talking about verifying paypal......

    I just want to know can i create a VCC From Paypal Plugins even if the account is not verified?

    You need to confirm your location and confirm a US Bank Account. The Paypal VCC are only for US Residents

    Yes you can VCC to verify your account but I am not sure how far this is legal as per paypal's terms.You can also add CC/Debit card/Bank funds to verify your account.It depends on the country you live though.

    I think VCC can be generated from verified paypal account which can only be done by adding bank account.
