There are a lot of good people around here. Just don't advertise this in the content creation section, rather read people's posts and pick your candidate on an underground level.
I agree. Simply judge people by their portfolio's and their presence on here. I'd also recommend searching Google for freelance copywriters in your area, chances are they'll find you a good one. Hope this helps

As they said you can find a lot of web copywriters here at DP. hmmmm may I know what is the required word count per day?
You mention putting your 'purpose' into words - is it solely a 'what is our mission' or writing the entire website?
I am surprised to see that you have gotten about 1000+ posts and you didn’t know of a single good copywriter here at forums. Follow the copywriting forums and you get a handful of them for your job!
There are very talented copy writers here in Content section. I've traded with some of them and witness their talent in writing.
why don't you tryout some good freelance portals? from there you can judge them better with there earlier feedbacks of clients. but try only top sites
Go to the services section. Ask for free 100% original 25 to 50 word samples. That should weed out the good ones. Always weigh quality with cost. Low cost low quality material might save you money now but you lose sales and money over the long run.

What type of copywriter are you looking for? I have found the more detailed instructions you give the writer, the better your end product.
My 2 cents, I would have thought if he was building a site from scratch then he wants a content writer not a copywriter. If he wants to promote his business with a press release then sure grab a copywriter. If he is after a landing page that sells then again, I'd go for the copywriter. His initial comment was a bit on the vague side though. What's he want, an about page? Didn't really sound like a press release and I wouldn't pay a copywriter to do an about page for any website, complete waste of money.
