I think he/she wants to make money off the blog. In that case go with Blogger if not, wordpress is a great option
if you have much money it will better you use wordpress and buy your own domain but if you want get free blog, blogspot is the best choice for you

I used to be all for wordpress but since I got hacked I have changed my mind. Now I'm in love with blogger. You will notice now that many wordpress themes have been changed or adapted into blogger themes so you can still get that professional look and it's not so old school blogger anymore. I like the way in blogger you have a dashboard with all of your blogs displayed and you can easily flick from one to the other, but it all depends on yourself and which one you feel comfortable with, so instead of worrying about navigation, you can just get on with posting. A couple of things I miss about wordpress are the ability to create a page aswell as a post and you can have that static on your site so it doesn't look so bloggy. Also with that you can make the usual contact, about, home pages, which in blogger you cannot do. There are pros and cons, have a go at them both.
