This is total rubbish if it is happening. even though im from NY and have few friends working in Google.
Google wont take risk with that such big country.
Probably they should be more strict with their guidlines to restrict click fraud.

The problem with India, is that they openly run business that advertise services like click fraud. If I'm a small business owner who is try to make it own the web, and I invest my money in Google AdWords. Then A larger business hires a company in India or where ever to come along and click me out of the picture. That isn't right morally and should be illegal. But oh yea in the states it is illegal, but in some other countries in just called business.

Until those countries catch up, and create laws that are designed to police a digital world. What other choice would a company like Google have, other then to not do business in that country. Eventually Google (or any company that has an AdSense like program) will get sick of giving people refunds, because they have proof that one i.p address has clicked their ads 200 times in three days.

Here is the site the guy tried to get included into adsense:

    http://way2meditation.blogspot.com/

That is not a website, it is a blog page with a poorly written article that will likely never be updated. It does not take a god to figure out the only clicks that page would ever see are fraudelent ones.

That's right now final decision google have added few rules

    * They take Established sites with over 6 months old

    Non official but understand

    * They asking over 5000 daily visitors as minimum
    * Most visitors from (80% of) USA or UK (as adsense for games like)

Also They don't care about publishers from which country.... Also if i own google I'll get the same action for control (can't stop) fraud clicks and other scammers :D

That's wrong. Please stop spreading inaccurate information.

My friend just got his site approved for adsense. Less than 2 months old (at the time) and about 300 visitors a day. Actually I'm not sure if Google adsense has any real way of determining the number of visitors to your site (unless you use analytics) at the time of application.

As I said previously, create a good quality site and you'll be fine.

I'm not even sure why we're discussing this. This entire complaint about not being approved by Google adsense was started by some guy with one poorly written article on blogspot.
