I'm looking to start a radio station...?

I was hoping to start a radio station soon. I have priced it up at just $20... And then hosting costs after.. The 20 dollars includes hosting costs, domain costs and so on.

Except I need another person with a mic so I can chat to them whilst online.. And have debates over Skype, broadcaster directly to our audience.. Anyone interested in this? Or a joint partnership?

Anything that you can debate about.. Religion, Football.. I would prefer to debate about Football.. But this would be talking about football all the time we are online.. And it will also include taking calls.. But I can do that via Skype.. As I have a online number

Might try Blog talk Radio. Its free and its high quality, with lots of free features like podcasts after the fact. Also its ad supported and you get get a revenue share and actually get part of the money from the ads on your own radio show.
