your account is under review because you opened it with a voucher. There is a lot of voucher scammers out there. Give it about a week and your account restraints will be lifted. Or just call them and let them know you a real advertiser

Yes, your adwords account is not pass Google review process. Please beware, don't use same credit card for more than 1 aw account. Only redeem voucher when your account running (it mean it receive at least 1 impression) Voucher all ok with adwords; problems only happen with your adwords account before redeem voucher.
