What exactly do you need help with? Templates come in various types: un-coded PSDs to complete CMS integrated versions.

In PSD format, or a design coded in HTML? We need to know what EXACTLY you're trying to achieve here.

In most cases, templates are designed in Photoshop, sliced, exported and coded in HTML. Some template distributors include the PSD in case users want to make modifications to the original design.

However, it still remains a mystery as to what you'd like to know exactly. Is there a part of the process you don't understand, or are you stuck on something?

Just design your own style templates, few groups and few color schemes. Most good template designers just use 5 templates and amend them depending on needs. You can always recognize who had develop template if you are enough time in business.

It's clear that you don't know well about Photoshop and XHTML/CSS. You have two options:
    1) Either pay someone to do the job for you (preferable).
    2) Or learn Photoshop and XHTML and CSS... and then when you masterize them you will be able to adjust all the templates by yourself.

Lynda Video Tutorials are great way to learn about these topics for very competitive prices.

    Good luck

Why nobody lead this guy... It's better to tell few tips, before advicing to hire someone...

To convert it to html, better software is fireworks (photoshop also can do it.)
1- Create your template with photoshop/fireworks.
2- Export, save as in common format jpeg, gif etc.
3- Open that jpeg in fireworks, and selecet slice tool from the bar on left (a green one)
4- Draw pieces with that tool, these will be cut by fireworks when you export it.
5- After complete drawing export it as html.

This simple and basic explanation, you should get tutorial and do more work on it. See if it helps.

Proffessional template can be created if you have a slight good knowledge of HTML & CSS. If you are not so much design savvy than you can download free html templates than edit the content with yours content plus all images can be edited.

Tips never help newbies - he has no idea what Photoshop and HTML is... and therefore you post is useless to him, even though it's very important for others. What you say can take a whole year for someone to learn and become an expert in... so easy on the guy :)

When we say hire someone, we don't mean hire us ;)

I always use photoshop to design a template and then code it in Dreamweaver using html and photoshop. There are loads of free tutorial sites to help beginners create templates. Then when you have created one template then you will get more experienced and be able to produce them much quicker. The easiest way is to do what Mahacan has said because then you don't really need much knowledge of html or css.
