I found a certain country that allows 1 letter domains to be registered,
    for example.

    http://a.fr
    or
    http://a.com.fr

    Are such domains worth registering?

NO, domains with your target keyword or business name are much better.

Those aren't the actual domains, just an example, the domains I'm talking about are from a third-world country, undeveloped in the internet area, I've checked and most of the 1 letter domains are free, so I'm wondering if they have any value

i have never heard of 1 letter domain names, and if i were you, i would look further into whether or not, a company would host these domains, outside of the country you mention. If a host company would host them for you, then great, if not, then a waste of time and money
    registering them.

As MarketExpert states, there's no point really unless you have targeted keywords or use a business name.
