I think after 9/11 nobody can't do that .... but if someone live In USA and can help me to do that or he can go to any bank in USA and ask about that . i think it'll be helpful for me . thank you guys
after 9/11, I was follow these guides and got an account by myself. For now, my guides still can help you to get BOA. But you will need a US based mailing address.
I can help you. I had the same experience. The new federal banking policies requires all financial institutions to provide the federal government with ID info. It is usually the Social Security Number. I am a foreign citizen without SSN (yet). I could not apply online, but Bank of America was more than happy to open an account when I appeared in person. I had to bring my passport and my driver's license from my home country. Anyway, go to www.bankofamerica.com

They do offer accounts for foreign citizens, however, only if you apply in person. You can't apply by phone or by mail.
