    If you buy with the funds in your PayPal account, it won't show on CC bill.

    For not only paypal but to use any payment gateways, you should be 18 years old.

    Even you can not have credit card if you below 18 in some nations.

    So, wait for one year then enjoy everything.

    I have a question actually, if you have a Premier or Business account in Paypal, can you store and send an unlimited amount of money? Because I know with personal accounts you have a limit of 500$ USD.

    Yes, there's a limit for a single transaction of $10,000 USD.

    Depends on what kind of transaction you're doing, they may ask for some documents later, but that won't matter if you're not violating the terms.
