Can anyone figure out how this site can be pagerank 3 but not indexed in Google?

It's not being included in google results on purpose- probably due to a penalty. The backlinks showing look like a link farm. It also could be for keyword stuffing - remember, google is doing a manual review on a lot of sites.

Your site has just a COUPLE of Pages... Try submitting a sitemap. Pagerank has no relation with indexed pages.

If you google it , it comes up on expired and dropped domains lists, so I would guess the PR 3 is a bit 'historical'

That's sure that this PR is historical because site does not have any backlink. I have checked this site in 3-4 tools but i didn't find any backlink for this site.

And i also checked site in whois and it showed me domain wud expire december next year .

I can guess this is old domain but new site. It had PR earlier but stop working and all links has gone.

It happens to some expired domain names.

or It might be de-indexed by Google already.

I think your site is facing some kind of penalty from Google. Look like you have created a link farm. I don't get any results when I try site:http://coonrapidsattorney.net/

So Google will soon remove PR from your website unless you do something about it

More background: The site was unregistered before its current owner. Once registered, the site has always had this content on it. The site has backlinks that don't show up in Google but apparently Google is counting them for PR purposes. The site just recently received PR3. It was "unranked."

My Analysis: I agree with what many of you have suggested: the site is facing a google penalty. I think the penalty is for duplicate content (possibly keyword stuffing as well), because the owner has some other sites with similar content (only the city name is replaced throughout the pages).

How to Fix It? From your experience, will replacing that duplicate content with unique content remove google's penalty or will the owner have to request reinclusion into the google index (via Google's Webmaster Tools)?

They should remove cross linking and clean up the site - and then request reinclusion. Making that request is the only way to get a penalty removed. It means a manual review, so I would personally completely make over the site so that it actually provides some useful content. The phone number on the site is connected to a number of sites that look almost identical.
