But anyways, based on your bandwidth usage of the site, I would look into (D)DoS attacks against your server. If you're on a gig connection those can eat up bandwidth quick.

This is assuming your provider isn't giving you bullshit. Do you have MRTG, vnstat, a control panel bw monitor provided by your hosting company, or any other way you can measure bandwidth yourself? If I were you first thing I'd do would be to verify that you did actually use 1.9TB in 5 days.

Would people be interested in if set up a website just for proxy owners and could give you 100% fill rate on a 468 x 60 banner but would only pay $0.02cpm but that would be gaurenteed and would pay monthly or bi monthly via paypal

No. Adversal only support english speaking countries.

 

But in my adversal it says all other countires $0.20 cpm

Go onto Baidu and look up some chinese sites and what their using for ads.
Thats where I'd start.

We have checked the bandwidth usage in the Portal and could see that the current bandwidth usage has exceeded the allotted usage.

That is, Allocation (GB) >> 2000GB, Curr. Usage (GB) >> 2,069.14.

The portal bandwidth graphs will monitor and report any traffic sent to the server on any port to any IP address. It doesn't care what kind of traffic it is or where it is going. That is, it will monitor all the services usage.
