You can't have "FAST" hosting with so many resources at that budget. You'll need to raise it up a bit to get a host that can actually give you a quality server that isn't sold to 500+ clients to make a real profit.
well we have clients who have decent plans. but for what your asking is like more than $3, as for the other thread that you posted, it appears they are overselling and i am not sinking to that level just to get your account on our server, its not worth it. but good luck....
I disagree. $10 is a pretty fair budget for what he's asking, a lot of good quality hosts could offer that.
